| | | | Cigarette and Tobacco News:Texas Legislature Passes Massive Smokeless and Other Tobacco Tax That Allows 'Marlboro Man' and 'Copenhagen Man' to BenefitRead Complete Article: PR Newswire, 2009-05-27
Summary: The Texas Senate voted 29-2 to pass a $100 million tax increase on smokeless tobacco and other tobacco products. HB 2154, while being a laudable program to fund rural doctor programs and changes in the business franchise tax, relies on an enormous tax on smokeless and other tobacco products, such as pipe tobacco and roll-your-own tobacco to help fund the legislation. The Texas House voted on a similar measure by a vote of 79-61 after much contentious debate. This issue has been debated over the past three legislative sessions and is largely viewed as an internal tobacco industry fight between industry giant, Philip Morris (now Altria), and the smallest companies says National Tobacco, headquartered in Louisville, KY.
"It is unfortunate that the Texas Senate, with little debate and what appears to be little understanding of the real market, passed a large tax increase on the small companies that compete with the 'Marlboro(R) Man' and 'Copenhagen(R) Man,' not realizing such a tax hike will do little to sustain these programs going forward," says Ron Tully, Vice President of National Tobacco. "This new tax is a huge gift to the same tobacco company that was sued in the late 1990's by the State of Texas, and the same company that recently lost an Appeal in the US Department of Justice case, for deceptive trade practices."
This bill changes the methodology of how smokeless tobacco is taxed, from being a tax on the manufacturer's list price to being a tax based on the weight of tobacco in the final retail package...
Interestingly Philip Morris has managed to maintain an exemption from this new weight-based tax for its popular Black and Mild(R) cigar products. Texas will now have the unpopular distinction of being among only a few of the 50 states that have elected to switch to a punitive weight-based tax on many tobacco products."
Quotes from this article:When doctors who have historically opposed smoking, stand with Philip Morris, you know it has got to be a bad deal for someone. If Philip Morris is supporting a tax on the tobacco industry, you also know it must be a good deal for them and the brands they sell. And it is.

| | | | Tobacco History: Cigarettes and Literature | The Social History of SmokingGeorge Latimer AppersonChapter 8:More than one writer of recent days has absurdly misrepresented Johnson as a smoker. The author of a book on tobacco published a few years ago wrote—"Dr. Johnson smoked like a furnace"—a grotesquely untrue statement—and "all his friends, Goldsmith, Reynolds, Garrick, were his companions in tobacco-worship." Reynolds, we know— When they talk'd of their Raphaels, Corregios, and stuff, He shifted his trumpet, and only took snuff. Johnson and all his company took snuff, as every one in the fashionable world, and a great many others outside that charmed circle, did; but Johnson did not smoke, and I doubt whether any of the others did.
Read More | The Social History of SmokingGeorge Latimer AppersonChapter 9:The fashionable dislike of tobacco-smoke appears in the pages of another descriptive writer—the once well known N.P. Willis, the American author of many books of travel and gossip. In his "Pencillings by the Way," writing in July 1833, Willis describes the prevalence of smoking in Vienna among all the nationalities that thronged that cosmopolitan capital. "It is," he says, "like a fancy ball. Hungarians, Poles, Croats, Wallachians, Jews, Moldavians, Greeks, Turks, all dressed in their national and stinking costumes, promenade up and down, smoking all, and none exciting the slightest observation. Every third window is a pipe-shop, and they [presumably the pipes] show, by their splendour and variety, the expensiveness of the passion. Some of them are marked '200 dollars.' The streets reek with tobacco-smoke. You never catch a breath of untainted air within the Glacis. Your hotel, your café, your coach, your friend, are all redolent of the same disgusting odour." In the following year, describing a large dinner-party at the Duke of Gordon's in Scotland, Willis says that when the ladies left the table, the gentlemen closed up and "conversation assumed a merrier cast," then "coffee and liqueurs were brought in, when the wines began to be circulated more slowly," and at eleven o'clock there was a general move to the drawing-room. The dinner began at seven, so the guests had been four hours at table; but smoking is not mentioned, and it is quite certain from Willis's silence on the subject—the "disgusting odour" would surely have disturbed him—that no single member of the large dinner-party dreamed of smoking, or, at all events, attempted to smoke.
